Consultation has concluded

The stretch of North Washington Avenue between Hwy 58 and Hwy 93 has long been lacking in many of the amenities that improve transportation needs in the area, and over the rest of this year and into 2019, it will finally be getting the attention it deserves. The street has been on the City’s Complete Streets priority list since 2010 when the Complete Street Policy was initially adopted by City Council.

The street has been on the City’s Complete Streets priority list since 2010 when the Complete Street Policy was initially adopted by City Council.

The design for the North Washington Avenue corridor includes improved facilities for cyclists, pedestrians, and transit users, as well as the replacement of aging asphalt roadways. This means the addition of bike lanes and improved sidewalks, which fulfills a formerly missing pedestrian connection between 2nd Street and Iowa Street. Pedestrian connectivity is further enhanced by the addition of a raised crosswalk at the intersection of Washington Avenue and 2nd Street, which is an important walking route for schoolchildren attending Mitchell Elementary.

Construction for the project began in mid-September and is anticipated to last into early summer, 2019. Given that this project will span the winter of ’18 and ’19 there will be periods when the weather is not conducive to installation of concrete and asphalt. You can follow the schedule and phasing plans as well as the progression of the project here. Please remember closure and detour dates can change at any time, so check in often.

While the finished product will be worth it in the end, the process to get there will require some patience and understanding from our commuters. City staff will work with the contractors to minimize the impacts as much as possible, but closures, detours and delays will be necessary to make it all happen. We will work to notify residents as frequently and timely as possible to hopefully lessen the impact and inconvenience.

    UPDATE: The watermain shutdown on 5th Street (Blue outline) has been rescheduled for May 6.

    Diamond Contracting will connect the new watermain on north Washington Avenue to the existing watermains on 5th Street and 6th Street May 3, 2019.

    North Washington Water Shutdown May 3, 2019

    Red outline on the map: The water on 6th Street, from Arapahoe St to the Eastern dead end, will be turned off about 8 a.m. and is expected to be off until 5 p.m.

    Blue outline on the map: The water on 5th Street East of Washington Ave to Ford St. will be turned off about noon and is expected to be off until 5 p.m. This portion of the shutdown will also affect Jackson St from 6th to the North dead end.

    All affected residents and businesses are being notified about the planned outage this afternoon. This will be the last planned water outage for the pipeline replacement and by the end of next week we should have all of the water line project completed. Thanks for your patience!

    Beginning Monday, April 15, Diamond Contracting will begin replacement of the failing watermain on Washington Avenue from 6th Street to 2nd Street. That day, City of Golden Utilities Division employees will begin connecting residents to a temporary water supply system. This system consists of 2” PVC pipe laid on the surface with ¾” PVC connections to meter pits. Residences without meter pits or piping that cannot be adaped to this solution will have hoses run to outside hose spigots.

    During the main replacement, traffic impacts will be similar to what has been occurring with the streetscape. Residents may have limited access during working hours (7 a.m. to 7 p.m.), but our contractor will work with residents if emergency access is required.

    There will be short water outages as service lines and existing watermains are connected but Diamond will notify any affected customers the day before by door hanger notices. We expect this project to take approximately four (4) weeks and are currently planning to complete the watermain installation by the second week of May.

    If freezing temperatures are predicted overnight, please leave a faucet trickling to prevent freezing of the piping. Water used at residences affected by the project will not be metered during replacement of the watermain so you may see a smaller than normal water bill.

    The North Washington project has run into an unexpected problem. A 16-inch ductal iron water line that runs up the east side of Washington was uncovered this week and found to have iron flaking off around water taps all along the pipe.

    The line was installed just over 30 years old and was expected to last around 70 years. The problem appears to be electrolysis around the dissimilar metals where taps have been made and we are concerned that we will soon have many leaks appearing if we don't take care of the problem now, especially because we have disturbed the soil with the street project.

    While ideally, we would postpone the concrete work currently happening and allow the pipe to be replaced before coming back in to finish the rest of the work. However, Concrete Works has a very large job at DIA commencing soon, and is unavailable to put the job on hold.

    So the plan is to have Concrete Works complete all the sidewalk and bike lane concrete work that they still need to do over the next few weeks. They will then demobilize concrete work from the job, and Diamond Contractors, who did our last year’s utility program, will come in and start replacing the line immediately.

    In the meantime, we are running the 16-inch line under reduced pressure, so residents may see lower pressure at their homes for a few weeks. When the water line work is complete, we will have a Concrete Works asphalt subcontractor come in and finish the paving.

    We are sorry about the delay, but cannot pave over a line that is in that condition.
