Development projects are reviewed under Title 18 of the Municipal Code. Specifically, projects within the City's form zones are reviewed under Chapter 18.29 and Chapter 18.40.

The Planning Department works with residents and businesses to ensure that land use complies with the City of Golden zoning regulations. The department coordinates with the Planning Commission to process and review site plans and subdivision plats, and to approve land use and rezoning.

  • PC 23-27 - PUD Review Phase 1 Site Development Plan- Clayworks 800 Ford St - Under Construction

    Now called Clayworks, the site development plan for the first building of the CoorsTek 9th Street PUD is under review by City staff. The new building has 171,327 square feet of office that will house the global headquarters for Coorstek and 10,542 square feet of ground level restaurant and retail. The façade will incorporate the historic Ford Street brick building. The site plan includes 2 levels of underground parking and public open space. Plans are still under review and subject to change. Planning Commission will review this project at a future meeting.

  • PC 23-15 - Initial Zoning - 5079 Highway 93 - Under Construction

    After several continuances, City Council held public hearing for the Annexation and Initial Zoning to November 28, 2023 at 6:30pm and approved the request. The next step will be the preliminary platting of the property to prepare the property for subdivision and development.

    The Planning Commission held a public hearing on June 21, 2023 and recommended approval of the initial zoning of the property to City Council.

    The Planning Commission will hold a public hearing on June 21, 2023 at 6:30pm at 911 10th Street for the initial zoning of a 52.42 acre parcel, generally located north of the Canyon View Business Park, is addressed as 5079 Highway 93. The property is on the west side of the highway, across from North Table Mountain Park. The annexation petition is currently going through the hearing process at City Council per the processes and procedures required by Colorado Revised Statutes. The property is being sold by Jefferson County to BBGR, LLC. The requested zoning to be established on the property as M1 (Limited Industrial) and C1 (Limited Commercial) with a Strip Form Zone Overlay, as specifically set forth and referenced in the Initial Zoning Ordinance. Specifically, the Applicant seeks to rezone approximately 43.6 acres of the Property from Jefferson County Agricultural District (Agricultural-Two or A-2) to M1 and approximately 8.82 acres of the Property from Jefferson County Agricultural District (Agricultural-Two or A-2) to C1 with an overlay of Strip form zone (FS).

  • PC23-27 - Neighborhood Meeting for Site Development Plan - Clayworks/Coorstek 800 Ford St - Under Construction

    A neighborhood meeting was held on Monday, August 14, 2023 at 5pm to 6:30pm at 710 10th Street (American Mountaineering Center) for a site development plan for the Clayworks Phase 1. The proposed project, located at 600 9th Street, includes construction of a new 4-story commercial office building (+/-184,000 square feet) with 2 levels of sub-grade parking. The project proposes demolition of existing manufacturing buildings and repurposing of contributing historic buildings that are integrated into the new building design. Associated site improvements include outdoor spaces, surface parking, site utilities and infrastructure required to support the new building and overall development. The schedule anticipates demolition starting in the Fall/Winter of 2023 on site, with project completion scheduled for Fall/Winter of 2025.

    City Council held a public hearing on July 25, 2023 and approved the ODP/PUD zoning.

    The case was heard by Planning Commission and a Public Hearing was held on Wednesday, May 17, 2023 at 6:30 P.M. at 911 10th St in the City Council Chambers. Planning Commission recommended approval of the project to City Council. City Council will hold a public hearing on July 25, 2023.

    The City of Golden has received a potential application for an annexation and zoning to M1 (Limited Industrial) and C1 (Limited Commercial) of an approximately 50 acre parcel located at 5079 Hwy 93. The neighborhood meeting is an opportunity for neighbors to view conceptual plans and provide feedback to the Applicant about a potential zoning application neighborhood prior to submission of the project to the City for review.

    Golden City Council approved the Coorstek case at a Public Hearing at a meeting on Tuesday, June 7, 2022 at 6:30 p.m. in City Hall Council Chambers, 911 10th Street; an application for a rezoning of 12.4 acres from C-1 (Limited Commercial), C-2 (General Commercial), and M-2 (General Industrial) to Planned Unit Development (PUD) with an Official Development Plan (ODP) for a mixed-use redevelopment and an alley vacation for the CoorsTek site, located generally at 600 9th Street. Pursuant to § 18.66.030 of the Golden Municipal Code, notice is hereby given that City Council also will determine whether the ODP and an associated vesting agreement shall be considered a site specific development plan and establish vested property rights for a period of up to 20 years.

    UPDATE ON 2/23 PLANNING COMMISSION MEETING:

    Due to the high level of community interest in the CoorsTek Zoning and Redevelopment proposal, CoorsTek has requested a continuance of the February 23rd hearing to April 6th in order to carve out time for direct engagement with the public on their proposal (see attached letter). There will be no presentation or public comment on this request this evening.

    Due to the breadth and depth of CoorsTek’s proposal, both City of Golden staff and the applicant (CoorsTek) want the public to have the chance for direct dialogue with the applicant and City staff. The neighborhood meeting that was held several months ago was an opportunity for the applicant to share their vision with the community and relate it to the Clear Creek Neighborhood Plan, but the details of their proposal were not known until the formal submittal was made. Staff and the applicant would like to revisit the neighborhood/community meeting format now that these specifics are available.

    During the month of March, staff will hold two city-hosted virtual meetings that will serve as opportunities for direct engagement between the public and the applicant, with city staff there to answer questions and introduce the meeting. The starting point for these listening sessions will be the direction provided in the North Clear Creek Neighborhood Plan and the revised Official Development Plan in the supplemental packet submitted to Planning Commission and posted on Guiding Golden. The applicant will also record a video presentation prior to these two meetings that staff will post, and staff will encourage advance viewing by the public in order to make these sessions more focused on public questions and comments. In-person office hours will also be offered during this period, and dates and times will be announced in coming days. These meetings are not in lieu of public comment for the Planning Commission hearings. The public may still provide written comments for the scheduled April 6 hearing at Planning Commission via planningcommission@cityofgolden.net.

    The City of Golden Planning Division has received notice of a potential submittal for a rezoning of 12.2 acres from C-1, C-2, and M-2 to PUD for a mixed-use redevelopment of the CoorsTek site, located generally at 600 9th Street.

    A Neighborhood Information Meeting was held at 600 9th Street at the CoorsTek site, at 5:30 P.M., July 22, 2021. At that time, the applicant will solicit feedback on their conceptual plans and City staff will be there to answer questions regarding the required approval procedures, review standards and outline opportunities for input during the review process.

  • PC20-07 - Replat B - Lot 1 Canyon View Business Park Filing 2 - Under Construction

    The Planning Commission moved to approve the site plan and the banking plan during the meeting on February 5, 2021.

    The Canyon View Apartments project, resubmitted by the Applicant, has undergone some modifications due to the density variance being denied by the Planning Commission on January 6, 2021. The submission (attached) now eliminates the middle-income units in favor of 104 market-rate units that comply with the R-3 zoning for lot area per dwelling, along with setbacks and height. The elimination of the middle-income units means the Applicant will need to gain allocations through the open pool and save those allocations in 2021 and 2022 (up to 5 years per banking plan allowance) for construction of the entire project.

    The Planning Commission moved to deny the lot area variance during the meeting on January 6, 2021. The discussion has been tabled until the February 3, 2021 meeting, where public comment will be reopened.
