Golden City Council approved the Coorstek case at a Public Hearing at a meeting on Tuesday, June 7, 2022 at 6:30 p.m. in City Hall Council Chambers, 911 10th Street; an application for a rezoning of 12.4 acres from C-1 (Limited Commercial), C-2 (General Commercial), and M-2 (General Industrial) to Planned Unit Development (PUD) with an Official Development Plan (ODP) for a mixed-use redevelopment and an alley vacation for the CoorsTek site, located generally at 600 9th Street. Pursuant to § 18.66.030 of the Golden Municipal Code, notice is hereby given that City Council also will determine whether the ODP and an associated vesting agreement shall be considered a site specific development plan and establish vested property rights for a period of up to 20 years.

The Planning Commission of the City of Golden held a Public Hearing at a meeting on Wednesday, April 6, 2022 at 6:30 P.M. at 911 10th St, City Hall Council Chambers, to consider an application for a rezoning of 12.4 acres from C-1, C-2, and M-2 to PUD for a mixed-use redevelopment and an alley vacation for a platted alley between Ford and Jackson Streets (current location of the parking lot adjacent to 10th Street) for the CoorsTek site, located generally at 600 9th Street.

The City of Golden’s Planning Commission continued the hearing about CoorsTek’s rezoning proposal from February 23 to April 6 in order to hold additional community meetings about the specifics of the proposal. There are many ways to get involved throughout the month of March to learn more about this important project in Golden. In addition, CoorsTek (the applicant) has created a series of short videos on the CoorsTek website, which are broken out by topic area, in order to help explain what they are proposing and why. If you have questions, please attend any or all of the meetings listed below, which will give you an opportunity to speak directly with the applicant. City staff will also be in attendance to answer any questions related to City code, adopted City policies, or the differences between what the applicant is proposing and staff’s recommendations to Planning Commission.

Upcoming and Past Meetings: Ways to learn more and share your feedback

  • March 10, 5 p.m.:Virtual community meeting. This meeting included a staff overview of the project, the area, and a timeline of the process. The applicant presented the zoning request and provided details on each topical section of the zoning request. There was a Q&A for each topic area so that the public was allowerd a direct dialog with the applicant. Watch a recording of the virtual meeting.
  • March 16, 6 p.m.: In-person meeting in Council Chambers. This meeting included a staff overview of the project, the area and a timeline of the process. The applicant presented the zoning request and provided details on each topical section of the zoning. Following the presentation and an initial Q&A, there were stations set up around the room by major topic, with both an applicant representative and city staff available to answer questions and have a dialog in a small group setting.
  • March 15, 17 & 21: In-person “office hours” meetings at 1445 10thStreet in the conference room. Interested parties may come to the Planning office during those times without appointment. City Staff and the applicant will be available for more in-depth conversations regarding the application. City Planning and Housing staff will be available for all meetings. Please note times and particular staff availability:
    1. March 15 (12 p.m. - 2 p.m.): The city’s traffic engineering consultant will only be available for this meeting.
    2. March 17 (3 p.m. - 5 p.m.)
    3. March 21 (3 p.m. - 5 p.m.): The City Engineer will only be available for this meeting.
  • April 6: The continued Planning Commission hearing date at 6:30 p.m. Council Chambers. This hearing will allow the opportunity for additional public comment. Planning Commission provides a recommendation to City Council.
  • April 18: The continued Planning Commission hearing date at 5:00 p.m. Council Chambers.

Looking ahead

  • City Council: A hearing date for a proposal before City Council is not determined at this time. The City Council will consider the Planning Commission’s recommendation and will be the decision-making body on rezoning request. There will be opportunity for public comment before City Council when the Council considers the request formally.

Timeline of CoorsTek Initial Discussions (January – July 2021)

  • Late 2020:Representatives of CoorsTek contacted the City of Golden and indicated that the company planned to move operations off-site and came to the City to discuss ideas for future plans for the 12-acre site.
    • Staff referred CoorsTek to current zoning for the site (M2, C2, C1), as well as the first draft of the zoning code rewrite.
    • Staff requested that CoorsTek review Golden Vision 2030, the Comprehensive Plan, the North Clear Creek Neighborhood Plan from 2017 and the Transportation Master Plan from 2019.
  • May 2021: City Staff and applicant extensively toured the site and many buildings to discuss the applicant’s vision for the redevelopment.
  • January 2021 through July 2021: Applicant met with city staff from multiple departments to better understand the City’s policies, goals and requirements. This included staff from Planning, Sustainability, Historic Preservation, Public Works, Engineering, Fire, Economic Development and the Downtown Development Authority.

CoorsTek Meetings to Date (July 2021 to February 23, 2022)

  • July 2021: Neighborhood Meeting at CoorsTek facility -- CoorsTek shared their vision of the future of the site after a lengthy discussion period with City staff (see above). Over 100 people attended the Neighborhood Meeting.
  • July 2021 through Fall 2021: CoorsTek representatives conducted a series of outreach meetings with individuals and groups, including Golden United, Lions, Masons, Sustainability Board (CSAB), Historic Board (HPB), Parks Board (PRAM), Mobility Board (MTAB), and the Downtown Development Authority (DDA).
  • August 2021: Initial submittal of the ODP/PUD to the City, followed by four more revised versions after staff review prior to the final submittal for the February 2, 2022 Planning Commission hearing date.
  • February 2, 2022: Planning Commission hearing that included staff presentation and Commission questions for staff. Hearing was continued to February 23, 2022.
  • February 23, 2022: A supplemental packet was created for the Planning Commission continued hearing, including a revised ODP document that addressed some of the questions and concerns voiced in the February 2 meeting. At the beginning of the meeting, the applicant requested a continuance to conduct community meetings at the request of residents who wanted more time to understand the rezoning request and have a dialog with the applicant and staff with regard to specific topic areas.
