Phase II - Public Engagement Feedback Summary

Below is a summary of the feedback and conversations City staff had at each of the four events. Attendees at the June 9 meeting chose not to participate in the activities in lieu of one-on-one conversations with City staff. Attendees at the June 23 meeting chose to participate only in the Housing activity. There were no attendees at the June 24 meeting.

A couple of feedback themes emerged, but City staff caution drawing large-scale conclusions given the relatively low attendance:

  • Do not concentrate affordable housing in the central neighborhoods. Ensure other neighborhoods have affordable housing development before approving new central neighborhoods projects.
  • Parking is a concern and should be part of planning
  • Continue to ensure a variety of housing types are considered in affordable housing planning and projects
  • Need for more affordable housing

A summary of the housing funding activity is included and outlines total dollars ‘spent’ on each draft implementation action and the percentage of total dollars available based on meeting attendance.

This feedback will be used to inform the draft Comprehensive Plan document. The public is encourage to review this document to ensure City staff have accurately captured their feedback and can contact planningshared@cityofgolden.net with any additional ideas, questions or concerns.

Catamount Streets Facility: Monday, June 9th

Four people attended this meeting, including one Planning Commissioner. Most of the conversation did not focus on the Comprehensive Plan but several relevant comments are below:

  • Develop a tool/website for local landlords to identify and rent specifically to Golden residents
  • Support the state’s housing policy and legislation

Golden Community Center: Wednesday, June 11th

10 attendees – 1 City Councilor and 1 Planning Commissioner

Housing Goals and Implementation Actions:

  • Do the draft housing goals address your concerns and experiences about housing in Golden? Why or why not?
    • Would be great to have data on what may be the world of NOAH property opportunities
    • Buy open, undeveloped parking lots, etc. for affordable housing
    • Jeffco’s area median income is so high there must be affordable housing for a variety of incomes. Social security average income is $25k and a beginning teacher makes $50-60k.
    • Public money should be prioritized for lower-income housing instead of middle income housing, especially for rentals
    • Pleased to see concerns about sustainability in future housing address
    • Like the Plant Schedule (writing unclear) so we’re contributing to natural growth that helps our environment
    • Not sure of goals so cannot respond
  • Are there additional goals, housing programs or implementation actions you would add to the Plan?
    • Add an affordable housing goal number to monitor progress
    • Discussion of accessory units and goals
    • Public housing (e.g. dorms) used to exist in the USA, would be a good option for some
    • Discussion of manufactured home communities under NOAH
    • What kind of heating and cooling units and water units are being encouraged?
    • There is a limited number of areas for residential use, know you have to balance a lot of different needs
    • Budget funding for fixing existing housing and to assist seniors
  • General housing feedback?
    • If affordable housing is such a priority, why not take some of the city golf course for it?
    • Ensure buildings meet international codes specified in Colorado HB25-1030.
    • Golden and Jeffco need to consider public-private partnerships to address all the growth in NW Jeffco
    • Good job with sustainable building development and rebates to minimize environmental impacts
    • Be sure to disperse affordable housing as promised by City Council
    • No more affordable housing projects in the central neighborhoods until you’ve built an equal number in newer, fancier neighborhoods

Planner for a Day Activity (All Draft Goals and Implementation Actions):

  • Are there draft goals missing that could be applicable to the ‘proposed development’?
    • There should be a 10,000 foot view summary of what we/the City are looking to move the City towards. Maybe this is addressed by neighborhood plans?
    • No
    • All parking free to Golden residents
    • Minimum of two parking spaces per housing unit is a must
    • If workforce/affordable housing, build on non-premium real estate. The most costly real estate is essential for tax dollars generated.
  • General Comprehensive Plan feedback?
    • More actionable actions under goals
    • Affordable housing must be distributed not concentrated. No more affordable housing in the central neighborhoods until they have three or more in Beverly Heights, Stonebridge, Eagle Ridge and the area to the north (where the mayor lives)
    • Do not reduce downtown parking
    • I believe my comments would really be more pertinent to the open space/parks plan. More focus on trail connectivity and planning
    • Parking is becoming extremely problematic as cars are still very much in use
    • Please include parking as part of planning

Golden Terrace Clubhouse: Monday, June 23

13 attendees – 1 Planning Commissioner

In addition to the prepared meeting materials, there were a lot of questions about the potential rezoning of Golden Terrace. Rick Muriby, Community Development Director provided an update on the rezoning negotiations with the property owner, a rough outline of the current agreement and plans for future public engagement with the Resident Council and larger Golden Terrace community.

Housing Goals and Implementation Actions:

  • Do the draft housing goals address your concerns and experiences about housing in Golden? Why or why not?
    • Favor Goals #2 and 3. Too many seniors who are on a fixed income, most are at poverty levels. We need more ways to help, offer support that will not cost a lot more free services
    • Preserve existing NOAH
    • Support seniors aging in place
    • My main concern/goal is to be able to stay in my home and not worry about being displaced
  • Are there additional goals, housing programs or implementation actions you would add to the Plan?
    • No feedback
  • General housing feedback?
    • Golden has always been a city of haves and have nots. More affordable housing is needed whether it’s apartments or maintaining the mobile home parks.
    • Some of us don’t actually qualify for ‘affordable’ AMI, etc. Make too much to qualify for some and not enough for others

    • No feedback
  • General Comprehensive Plan feedback?
    • Roundabout at Zeta instead of Heritage on Colfax, this would benefit foot traffic that walks from business
