March 9, 2026 Update

The draft Plan document is available for review and public comment. The Mobility and Transportation Advisory Board will review the Plan document at their March 16, 2026 meeting (note this is a rescheduled meeting date) before considering a formal adoption recommendation to City Council at their April 23, 2026 meeting. City Council will consider formal adoption of the Plan at their May 12, 2026 meeting.

Developing the City's First TDM Plan & Program

The City of Golden is creating a program to help people get around more easily. The Transportation Demand Management (TDM) program will offer ideas and solutions to help reduce the number of car trips and encourage people to use other ways of getting around, including walking, biking, carpooling, and public transit.

The TDM program will focus on central Golden, including Downtown, the Colorado School of Mines, and South Golden Road, with an overarching goal to improve travel in and out of all parts of the city. With approximately 90% of trips going to and coming from outside city limits, the TDM program will naturally have a regional reach. The program will include support for businesses interested in helping people choose more sustainable travel options and for new apartment building developers or managers wishing to reduce parking requirements.

The City is currently in the planning phase for this new program. The planning process will take place during the second half of 2025 and involve the following steps:

  • Analyze existing conditions
  • Create a vision for the TDM program
  • Create and prioritize strategies and key performance indicators
  • Prepare a high-level communications and marketing strategy
  • Create a final plan to guide program implementation

What is TDM?

Transportation Demand Management (TDM) is about using smart strategies to help people travel more efficiently and reduce traffic. The goal is to make it easier, safer, and more affordable for people to get around without needing to drive alone. This can include better access to buses and bikes, carpool programs, helpful travel information, and incentives to choose options like walking, biking, or public transit. By encouraging these choices, we can reduce traffic, improve air quality, and make it easier for everyone to get where they need to go.

  • Based on previous City Council, Mobility Transportation and Advisory Board (MTAB), stakeholder working groups, and public feedback, the City has developed a draft Transportation Demand Management Plan document for review and comment.  The review period begins on March 16 and ends on April 1. Additional public feedback can be provided at the MTAB meeting dates listed on Guiding Golden.
