The State has initiated a process to potentially develop a piece of state owned property to the south of the Lookout Mountain Youth Services Center, 2500 Jackson St. The state issued a Request for Qualifications (RFQ) from the development community through the Public Private Partnership (P3) Office. Responses were due on March 17, 2026, and the state is going through the selection process. Process updates can be found on the state RFQ page.

Development Agreement negotiation with the state (ongoing). Approval of the Development Agreement and final developer selection (pending scheduling, likely Q3-Q4 2026).

Next Steps with the City

Because the property is proposed for private development, it is not eligible for state exemption and has to go through city processes to develop the P3 concept. Property is zoned R-1 in the Peripheral Form Zone Overlay. A request to rezone the property to allow the unit types is likely and required. Rezoning process and criteria are reviewed against Chapter 18.48 of the zoning code. Additional subdivision and site design processes are likely required under Title 17, Chapter 18.29, and Chapter 18.40.
